The Bellingham Human Rights Film Festival presents a free screening of Chicano Legacy: 40 Años, a documentary revealing the story of how Mario Torero, together with University of California San Diego students, faculty, and administrators, created the first permanent minority art installation on that campus (2011, Cinema Viva. 30 minutes). The film plays at 2 p.m. Sunday, February 19, at Old City Hall (121 Prospect Street) in Bellingham.
